as mentioned by Daren, here is 'system wide filtering and blocking' explained.. also includes DNSKong, a
utility to use to manage the HOSTS entries and ROUTE.EXE (I presume):

Incidentally, these URLs were found because MSIPCSRV.EXE - 'IPC Server' 303kb was just *bursting* to
escape my firewall, so I search on him, and he's installed with WebCopier, a free leeching utility which is
otherwise fucking wicked. So, having previously permanently denied MSIPCSRV.EXE access to the net
via my firewall, I terminate the MSIPCSRV.EXE process, webcopier keeps working, sweet.. then I scan the
system with Ad-Aware, it finds Aureate and I delete it. Ahh. Will webcopier work after I next reboot?
